中文摘要: 在电力市场发展过程中,初期的电力中长期交易与最终的电力现货交易通过中长期分时段交易有机衔接。建立电量分时电价机制,可以引导用户按照小时约定电价,从传统全月“一口价”模式向全月“24小时电价”模式转变。本文提供了一种现货市场下零售分时用户结算的具体实施模式,基于月度总用电量计算得到的第一次结算电费,为用户计算出准确的电费后,利用两次结算结果的差值对第一次结算电费进行补差电费发行,该方法的应用在保障结算效率的同时进一步提高了电费结算结果的准确性。同时给出了计算零售分时用户电费数字化系统设计实例。结算模式创新及可有力支撑分时交易机制落地,进一步激发用户侧灵活调节能力,为新型电力系统的建设提供了探索实践案例。
Abstract:In the development process of the electricity market, the initial medium and long-term electricity trading and the final spot electricity trading are organically connected through medium and long-term phased trading. Establishing a time of use electricity pricing mechanism can guide users to agree on hourly electricity prices, shifting from the traditional monthly "fixed price" model to a monthly "24-hour electricity pricing" model. This article provides a specific implementation model for retail time of use user settlement in the spot market. Based on the monthly total electricity consumption, the first settlement electricity fee is calculated for users. After accurately calculating the electricity fee, the difference between the two settlement results is used to supplement the first settlement electricity fee. The application of this method not only ensures settlement efficiency but also further improves the accuracy of electricity fee settlement results. At the same time, an example of designing a digital system for calculating retail time of use user electricity bills is provided. The innovation of settlement models and the strong support for the implementation of time-sharing trading mechanisms further stimulate the flexible adjustment ability of the user side, providing exploration and practical cases for the construction of new power systems.
