中文摘要: 目前,贵州电网站设备停电检修工作中,电网调度员通常是根据工作的重要、紧迫程度统筹安排操作任务。由于调度端和厂站端缺乏直观、高效的信息交互机制,部分无人值班变电站的巡维人员到现场后不时出现长时间等待调度下令现象。在检修工作较多时,这种“干等”现象尤为凸显,极大地降低了运维人员工作效率,是人力资源的一种严重浪费。在南方电网公司全面推行精益管理的工作要求下,此类问题亟待解决。为此,本文首先深入分析了上述等待浪费的原因和危害,梳理了减少等待浪费的关键要素。引入机场航班信息公告牌、航班准点率和银行服务叫号三种设计理念,提出了开发调度操作信息公告牌的设想,并基于贵州电网实际提出了公告牌的功能设计和系统开发框架。
Abstract::At present, power grid dispatchers usually arrange work tasks acclrding to the importance and urgency of the work in the power outage maintenance work of Guizhou power network equipment. Due to the lack of intuitive and efficient information interaction mechanism between dispatching terminal and factory station terminal, caused some cruising and service workers in self-service transfomer substations wasting plenty time for wating when arrived at the scence and then received orders. When there have lots of repairing assignments,the "in-vain wait" phenomenon is especially prominent,which greatly reduces the work efficiency of them and is a kind of serious waste of human resources. Under the requirement of China Southern Power Grid''s full implementation of lean manavement, these issues need to be resolved. For this reason, this paper first analyzes the causes and harms of the above-mentioned waste,and combs the key factors to reduce waiting waste. Also this paper introduces the there design concepts of airport flight information board, flight punctuality rate and bank service telephone number, and puts forward the idea of developing dispatch operation information board. Based on the Guizhou power grid, the actual implementaion of bulletin board functional design and system delopment framework are explained.
