中文摘要: 负荷类虚拟电厂通过聚合其绑定的具备负荷调节能力的电力用户参与电力市场交易,提供负荷侧灵活响应调节服务。目前针对虚拟电厂的研究多集中于对其市场化机制及调度策略的研究,对于虚拟电厂入市后的结算机制尚未有统一的方法。本文依托山西省电力现货市场,以统一关口数据为结算依据,将负荷类虚拟电厂在批发市场结算电费分为电能电费、市场运营费和红利及传导电费三部分进行结算。根据负荷类虚拟电厂调节容量约束、交易申报约束、曲线偏差约束等,建立偏差电量考核回收机制,以及交易电费的分摊和返还机制,为负荷类虚拟电厂参与电力市场提供了切实可行的结算方法。结合山西省电力市场运营情况和试点结算情况,所提方法可以有效解决虚拟电厂入市后面临的结算难题。
Abstract:Load-based virtual power plants (LB-VPP) provide flexible response and regulation services by aggregating users with load regulation capabilities to participate in electricity market trading. Up to now, research on virtual power plants has mostly focused on their marketization mechanism and scheduling strategy, and there is no unified method for the settlement mechanism of virtual power plants enter the market. This paper uses gateway data as the basis data for settlement, divides the wholesale market electricity transaction charge of LB-VPP into three parts: electricity quantity charge, market operation charge, dividends and transmission charge respectively. Based on the transaction declaration constraints, curve deviation constraints, and adjustment capacity constraints of LB-VPP, the assessment and recovery mechanism for deviation electricity quantity and the allocation and refund mechanism for electricity transaction charge is established, and a practical and feasible wholesale side settlement method is provided for LB-VPP to participate in the electricity market. Based on the operation situation of the Shanxi Province electricity market and the pilot settlement results, the method proposed in this paper can effectively solve the settlement difficulties faced by LB-VPP enter the market.
