中文摘要: 为提升电力系统保供能力,该文提出一种针对煤电容量电价机制对煤电发电能力提升的评估方法。首先,构建容量电价机制下,涵盖煤电发电成本、电能量收益以及容量收益的煤电生产收益模型;接着,依据煤电生产收益模型,并结合电网实际运行需求,对出于盈利保障目的的最大发电能力进行分析;最后,结合电网实际运行数据、机组参数以及容量电价执行情况,评估了容量电价对煤电发电能力提升的效果,并分析了不同容量电价执行比例对煤电发电能力提升的影响。结果证明,660 MW机组在容量电价执行比例为30%时,在验证场景下可提升机组发电能力约6%;同时,存在最优容量电价执行比例,能够以最小补偿成本激发最大发电能力。
Abstract:To enhance power supply assurance in system operations, this study proposes an evaluation methodology to assess the impact of coal-fired power capacity pricing mechanisms on improving power generation capacity. Firstly, a coal-fired power production revenue model is established under the capacity pricing mechanism, incorporating factors such as power generation costs, energy revenue, and capacity revenue. Subsequently, based on this revenue model and actual grid operation requirements, the maximum achievable generation capacity of coal-fired power units is analyzed under profitability assurance constraints. Finally, leveraging real grid operation data, unit parameters, and capacity pricing implementation details, the effectiveness of capacity pricing in enhancing coal-fired power generation capacity is evaluated, with further analysis on how varying capacity pricing implementation ratios affect capacity improvement. Results demonstrate that for a 660MW unit, a 30% capacity pricing implementation ratio increases generation capacity by approximately 6% in validation scenarios. Additionally, an optimal capacity pricing implementation ratio exists, enabling the maximization of generation capacity at the minimum compensation cost.
