中文摘要: 随着新型电力系统加快建设,电源侧的随机性、负荷侧的不确定性错综交织,对电力平衡造成极大冲击。为进一步优化需求响应政策,首先对近年湖北省域负荷、降温负荷、群体负荷以及行业错峰用电等情况进行全面分析,指出夏季空调降温负荷是季节性尖峰负荷的主要成因,认为电网晚高峰时段工业、商业、居民等用户的负荷结构性矛盾在于3类群体的用电特征与其现行市场价格机制还不完全匹配。其次,基于分类负荷的电价错峰效应仿真分析,表明对工业用户进行分时电价时段优化和居民用户分时电价设置具有积极作用。最后,通过激励型需求响应的执行情况分析和分时电价的主动引导对比,建议根据各类群体的差异化用电习性在更小时间尺度施行更加精细的价格机制,更好促进电力供需平衡。
Abstract:With the accelerated construction of new power system, the randomness on the power source side and the uncertainty on the load side are intertwined, causing a great impact on power balance. In order to further optimize the demand response policies, a comprehensive analysis is conducted on Hubei provincial grid load, cooling load, group load, and industrial peak shifting load in recent years. It is pointed out that the summer air conditioning cooling load is the main cause of seasonal peak load, and the structural contradiction of the load of industrial, commercial, and residential users lies in the incomplete match between the electricity consumption characteristics of the three groups and their current market price mechanism. Secondly, the simulation analysis of peak shifting effect of the time of use (TOU) price based on classified load shows that optimizing the time division of TOU price for industry and setting TOU price for residents have positive effects. Finally, by comparing the analyzing of the implementation of incentive based demand response with the active guidance of TOU price, it is recommended to implement a more refined price mechanism at a smaller time scale based on the differentiated electricity consumption habits of various users, so as to better promote the balance of power supply and demand.
