中文摘要: 多能源联合参与市场运行是我国电力市场体制深度改革的发展方向。随着风电、光伏等新能源在市场中的交易逐年增加,火电、水电和储能等其他能源类型也根据自身的运行特性,逐步适应并融入市场机制。然而,由于多能源联合参与市场运行时表现出较强的差异性和异质性,需要深入考虑多类型能源间的协同运行效果,以便为政府出台相关政策提供坚实的技术支撑。在此背景下,本文首先梳理了我国电力市场建设相关政策法规;其次,详细分析了多类型能源参与市场的现状;然后,明确了火电、新能源、水电等不同能源在市场中的定位;最后,结合上述分析,从多维度提出了改进多类型能源参与市场的措施,有助于进一步完善多类型能源参与市场的机制设计,促进我国加速实现“双碳”目标,推动能源绿色转型。
Abstract:Multi-energy joint participation in market operation is the development direction of the in-depth reform of China''s electricity market system. As the market transaction volume of new energy such as wind power and photovoltaic has increased year by year, other energy types such as thermal power, hydropower, and energy storage have implemented market mechanisms adapted to them according to their own operating characteristics. However, when multi-energy joint participation in the market operation, due to its strong diversity and heterogeneity, it is necessary to deeply consider the collaborative operation effect of multi-types of energy, so as to provide technical support for the government to issue relevant policies. In this context, this paper summarizes the relevant policy suggestions for the construction of China''s power market; Secondly, it analyzes the current situation of multi-type energy and participation market. Then, it points out the market positioning of thermal power, new energy, hydropower and other energy. Finally, combined with the above analysis, the improvement measures of multi-type energy participation market are put forward from multiple dimensions, which will help China further improve the design of multi-type energy participation market mechanism, promote China to accelerate the realization of dual carbon goal, and realize the purpose and vision of energy green transformation.
