中文摘要: 多能源联合参与市场运行是我国电力市场体制深度改革的发展方向。随着风电、光伏等新能源参与市场交易量逐年增加,火电、水电、储能等其他能源类型,根据自身运行特性,执行与之适应的市场机制。但是,多能源联合参与市场运行时,因其表现出较强的差异性和异质性,需要深度考虑多类型能源间的协同运行效果,为政府出台相关政策提供技术支撑。在此背景下,本文梳理了我国电力市场建设相关政策建议;其次,对多类型能源和参与市场现状展开分析;然后,指出了火电、新能源、水电等能源参与市场的定位;最后,结合上述分析,从多维度提出了多类型能源参与市场的改进措施,有助于我国进一步完善多类型能源参与市场机制设计,促进我国加速达成双碳目标,实现能源绿色转型目的和愿景。
Abstract:Multi-energy joint participation in market operation is the development direction of the in-depth reform of China"s electricity market system. As the market transaction volume of new energy such as wind power and photovoltaic has increased year by year, other energy types such as thermal power, hydropower, and energy storage have implemented market mechanisms adapted to them according to their own operating characteristics. However, when multi-energy joint participation in the market operation, due to its strong diversity and heterogeneity, it is necessary to deeply consider the collaborative operation effect of multi-types of energy, so as to provide technical support for the government to issue relevant policies. In this context, this paper summarizes the relevant policy suggestions for the construction of China"s power market; Secondly, it analyzes the current situation of multi-type energy and participation market. Then, it points out the market positioning of thermal power, new energy, hydropower and other energy. Finally, combined with the above analysis, the improvement measures of multi-type energy participation market are put forward from multiple dimensions, which will help China further improve the design of multi-type energy participation market mechanism, promote China to accelerate the realization of dual carbon goal, and realize the purpose and vision of energy green transformation.
