中文摘要: 我国正在加速构建以新能源为主体的新型电力系统,为维持系统安全稳定运行,保证电能质量,促进清洁能源消纳,需要各类市场主体提供更加丰富多元的辅助服务。本文首先将新型电力系统辅助服务分为“清洁促消”、“电能质量”和“安全稳定”三类;然后分类分项描述了不同辅助服务的市场化获取、衔接机制的特点和难点;继而对辅助服务的分摊和补偿机制进行了分析。最后对辅助服务市场化获取机制的未来研究方向进行了展望。
Abstract:The new type power system with wind and solar generations as the main power generation resources is constructed accelerately in china. In order to maintain stable operation of power system, ensure the power quality, and promote the consumption of clean energy, it is necessary for all kinds of market participants to provide more abundant and diversified ancillary services. In this paper the new type power system ancillary services are classified into firstly three categories, namely, “clean consumption AS”, “power quality AS” and “security and stability AS”. Then, it describes the characteristics and difficulties of the market acquisition and articulation mechanisms of different ancillary services, and then analyses the sharing and compensation mechanisms of ancillary services. Finally, the future research directions of the market-based acquisition mechanism of ancillary services are prospected.
