中文摘要: 为实现对高压电缆运行管理工作进行科学有效的综合评估,本文通过调查论证分析高压电缆运行管理中的关键环节,建立了适用于高压电缆运行管理评价的三层评价体系。在模糊集合论的基础上运用模糊综合评价法,结合专家经验对高压电缆运行管理中各因素隶属情况从多个层面进行模糊综合评价,利用层次分析法(AHP)引入定量计算。为验证该评价方法具备实用性,本文根据建立的评价模型以西虹桥示范区为应用场景,开展了针对示范区内高压电缆运行管理的模糊综合评价。通过分析评估结果,发现管理中存在的安全隐患,并针对研究反映的突出问题落实了相应的风险管控措施,实现西虹桥示范区内高压电缆运行环境的有效改善,促使运行管理水平不断精益化、规范化。
Abstract:In order to realize the scientific and effective comprehensive evaluation of the operation management of high voltage cable, this paper analyzes the key links in the operation management of high voltage cable through investigation and demonstration, and establishes a three-layer evaluation system suitable for the operation management evaluation of high voltage cable. On the basis of fuzzy set theory, fuzzy comprehensive evaluation method is used to evaluate the membership of various factors in the operation management of high voltage cable from multiple levels, and quantitative calculation is introduced by AHP. In order to verify the practicability of the evaluation method, this paper, based on the established evaluation model, takes West Hongqiao Demonstration Zone as the application scenario, and carries out a fuzzy comprehensive evaluation for the operation management of high-voltage cables in the demonstration zone. Through the analysis and evaluation results, the hidden safety risks in the management were found, and the corresponding risk control measures were implemented according to the prominent problems reflected in the research, so as to effectively improve the operating environment of high-voltage cables in the West Hongqiao Demonstration Zone, and promote the continuous lean and standardized operation and management level.
