The large fluctuations and uncertainties of its output bring multiple new challenges to the security and stability of the system, such as frequency, voltage, low inertia, imbalance of power and quantity, and difficulty in consumption of quantity. It is urgent to construct a diversified and flexible regulation system from the source - network - load - storage - market side and a market mechanism that ADAPTS to the development of new energy with high permeability to enhance the system''s short - and medium-term flexible regulation capacity. In this paper, the access status and stability of high permeability new energy are reviewed, and the characteristics of source - network - charge - market side are analyzed. The multi-flexibility improvement path is completed by adjusting measures such as overall coal power transformation, improving export capacity, expanding demand response resources, active distribution and storage, hydrogen production from new energy and so on. Finally, a multi-dimensional market adaptation mechanism is constructed, covering the inter-provincial and intra-provincial space.
