中文摘要: 为提升光伏产业发展综合研判的科学性和精准性,并进行多层级、多视角量化评估,本文开展了基于电力、政务多维数据融合的区域光伏发展指数构建及应用研究。首先,在研究光伏发展水平及对电网运行、用户收益等影响的基础上,提出了一种涵盖光伏推广性、协调性和经济性三方面的评价指标体系;其次,综合考虑主客观因素,构建了熵权法和层次分析法相结合的指标因子权重模型,对指标体系进行动态赋权;最后,基于浙江省某地级市数据进行了实证应用,分析了该市近年来各月光伏综合发展情况、区县发展水平和产业特征的差异性,并提出相关建议。实际应用表明,该研究方法和成果可为政府部门、行业企业开展光伏产业发展评估、科学布局与合理规划提供决策参考。
Abstract:In order to improve the science and accuracy of the comprehensive analysis for photovoltaic (PV) industry, quantify the multi-level and multi- perspective evaluation , this article researches on the construction and application of PV development index model based on the multi-dimensional fusion of electric data and government data.First ,based on analyzing the development level of PV and its impacts on power grid and users’ income,a set of evaluation index system including popularization、coordination and economical efficiency is proposed. Next,considering subjective and objective factors , a weight model combining entropy weight method (EWM) and
analytic hierarchy process (AHP )is constructed, and the weight of the index system is given dynamically. Finally,empirical analysis based on data of a prefecture-level city in Zhejiang Province is conducted,the results reveal the PV development level of each month in recent years, analyse the differences of development level and industry characteristics in different regions.Besides, some suggestions are made. Practical application shows that the research methods and results have referential significance on comprehensive evaluation、scientific layout and reasonable planning for government departments and industrial companies.
