中文摘要: 配电变压器是电网企业至关重要的生产设备,但目前其生产制造商数量众多,技术水平参差不齐,给电网企业的有效管理带来了巨大挑战,故对其进行差异化分级管理对提升企业运营效率、节省成本至关重要。本文首先阐述了配电变压器供应商管理工作的意义,从设备全生命周期角度出发,构建了涵盖“采购阶段”,“入网运行阶段”及“退役报废阶段”的配电变压器供应商分级管理评价模型,模型具体含“供应商资质能力评估结果”、“设备缺陷率”、“资金回收比”等7个二级指标。在此基础上利用FAHP构建了模糊互补判断矩阵,确定了每项指标的权重,进行了一致性校验,结果良好。算例中对南方电网公司20家配电变压器供应商进行了分级排名,结果符合客观事实。电网企业可基于此对供应商进行差异化管理,提质增效。
Abstract:Distribution transformers are vital production equipment for power grid enterprises. But, there are a large number of manufacturers and there are huge differences in technology levels.It has brought great challenges to the effective management of power grid enterprises. Therefore, it is essential to improve the operational efficiency and cost of the company.This paper first expounds the significance of the management work of distribution transformer suppliers. From the perspective of equipment life cycle, it constructs a hierarchical management evaluation of distribution transformer suppliers covering “purchasing stage”, “network access operation stage” and “decommissioning retirement stage”. The model includes seven secondary indicators including “Supplier Qualification Assessment Results”, “Equipment Defect Rate”, and “Fund Recovery Ratio”. On this basis, the fuzzy complementary judgment matrix is constructed by using FAHP, the weight of each index is determined, and the consistency check is performed. The result is good.In the example, 20 distribution transformer suppliers of China Southern Power Grid Corporation were ranked in grades, and the results were in line with objective facts. Based on this, grid companies can differentiate their suppliers to improve quality and efficiency.
