中文摘要: 本文首先分析讨论了现阶段配网抢修的现状及国内外研究方向,其次通过对调度抢修服务指挥中心的各业务主体的职责界面进行划分,分析和设计了中压配网抢修业务流程及低压配网抢修业务流程,并对主网抢修业务流程提出构想。分析得出中压配网抢修流程存在现场抢修人员误将抢修调度工作联系信息当作调度命令错误执行风险,同时调度抢修服务指挥中心在对低压故障抢修的研判与抢修资源的调度上存在实施难点。最后提出通过身份核实、分离业务载体、多重核实等中压配网抢修风险管控措施来对风险进行防控。此外,提出建立报修用户基本属性与配网故障抢修关键流程指标体系,同时对用户报修情感值进行计算量化,最后运用FCM聚类算法对低压抢修工单进行模糊分类并评级预警的方法,以解决低压配网抢修研判难点,对调配控服一体化的具体实施具有一定的参考意义。
Abstract:Firstly, this paper analyzes and discusses the current situation of distribution network emergency repair and the research direction of domestic and abroad. Secondly, by dividing the responsibility interfaces of each business subject of dispatching and emergency repair service command center, this paper analyzes and designs the emergency repair business process of medium-voltage distribution network and low-voltage distribution network, and puts forward the concept of the emergency repair business process of main grid. IIt is concluded that the emergency repair process of medium voltage distribution network has the risk of mistaking the contact information of emergency repair dispatching as the wrong execution of dispatching order, and it’s difficult for dispatching and emergency repair service command center in judging the emergency repair of low voltage faults and dispatching the emergency repair resources. Finally, the paper puts forward some risk management and control measures to prevent the risk through identity verification, separation of business carriers, multiple verification and so on. In addition, the basic attributes of users and the key process index system of distribution network fault emergency repair are proposed. At the same time, the emotional value of users is calculated and quantified. Finally, the FCM clustering algorithm is used to classify the low-voltage emergency repair work orders by fuzzy classification and rating early warning method, in order to solve the difficulties of research and judgment of low-voltage distribution network emergency repair, and to adjust the control uniform one. The specific implementation of the system has certain reference significance for dispatching & control service integration.
