中文摘要: 干部考评对领导干部起着重要的导向、鞭策和激励作用,常规干部考评存在数据来源不够全面、综合研判不够系统和深入等局限,且缺乏连续性、动态性和综合性。大数据技术兴起和发展,为干部考评带来一种新的视野和方法,本文基于干部考评大数据观,探讨大数据在电力企业中应用,通过海量数据采集、挖掘、分析与应用,构建大数据量化和分层分类模型,开展有效日常考评,强化分类考评,利用大数据进行综合研判,提升干部考评工作的全面性、客观性、及时性和精准度,促进干部考评科学化和精益化。大数据在干部考评中应用需要解决顶层设计弊端,提高全员大数据意识,克服信息系统硬件和软件上的难点,让大数据干部考评方式成为常规考评的有益补充,助力电力企业创新发展和改革转型。

Abstract:The cadre evaluation plays an important role in guiding, motivating and motivating leading cadres. There are some limitations in routine cadre evaluation, such as incomplete data sources, incomplete comprehensive research and evaluation, lack of continuity, dynamism and comprehensiveness.The emergence and development of big data technology brings a new vision and method for cadre evaluation. Based on the view of cadre evaluation big data, this paper discusses the application of big data in power supply enterprises. Through massive data collection, mining, analysis and application, it constructs a quantitative and hierarchical classification model of large data. Through this model, effective daily assessments will be carried out, classification assessment will be strengthened, and big data will be used for comprehensive research and judgment to improve the comprehensiveness, objectivity, timeliness and precision of cadre evaluation work, and promote the scientific and lean evaluation of cadres. The application of big data in the cadre evaluation needs to solve the shortcomings of top-level design, improve the awareness of big data for all staff, overcome the difficulties in the hardware and software of information systems, and make the evaluation method of big data a useful supplement to the regular evaluation, and help the innovation and reform of power supply enterprises.
