Abstract:The purpose of data governance is to optimize and improve data value. Based on the objectives of data governance, the proper data system should be constructed and analyzed as the objects of completed sets of data system. This paper proposes that the level of data governance is related to the difference between proper and actual data system. The level represents the difficulty of data governance. With the construction of proper data system in power grid company, this paper found a new way for the data governance which can be generalized and followed. This paper depicted the strategies for construction of data cell applying the methods of time and space expansion, and made clear that it is feasible to synchronize the construction and governance of data system. As a theoretical research, this paper drew the conclusions to affirm the fundamental effects of the operation factors in power grid company, based on a couple of fundamental theories.
