中文摘要: 强迫功率振荡已经成为影响互联电网安全稳定运行的重要问题之一,电力系统 中多次因机组控制系统缺陷导致负荷波动从而引发强迫功率振荡现象,为了防范因机组 控制系统缺陷导致强迫功率振荡给电网安全带来威胁和风险,本文通过PMU曲线并结合 电厂机组运行状况分析了一起强迫功率振荡事件,振荡主要原因为机组高调门的电液伺 服阀存在缺陷,引起机组出力大幅波动,对系统进行扰动,导致全网功率振荡,本次振 荡通过切除扰动源后才恢复平息。针对本次事件暴露的问题提出相应防范措施,建议电 厂要做好机组高调门等机组控制系统隐患排查,防止该类强迫功率振荡现象的再次发 生。另外,要完善WAMS系统里功率振荡模块,提高振荡源辨识准确性,确保能迅速找 到并切除振荡源。

Abstract:The forced power oscillations have become one of the important problems that affect the safety and stability of the power grid. Forced power oscillations have happened frequently because there were defects of unit control system in the power system.In order to prevent the defects of unit control system from causing forced power oscillations that affect the safety and stability of the power grid, the paper analyzed an event of forced power oscillation by means of the PMU curve and operating condition of the plant unit.The defects of the electro-hydraulic servo valve was the cause of the oscillation,which caused the output of the unit to fluctuate greatly and the system to be disturbed. The oscillation calmed down when the disturbance source was removed.The paper put forward corresponding preventive measures for the problems and suggested to check the unit control system in power plant, in order to prevent this kind of forced power oscillation from happening again. Besides, it suggested to improve and perfect the module of power oscillation in WAMS system, in order to improve the accuracy of identifying disturbance source,which can find and remove the disturbance source quickly.
