中文摘要: 2015年启动的新一轮电力体制改革明确提出了“以配售电市场放开”为主要内容的改革路径,同时强调了市场公平竞争。随着电力体制改革的推进,电网企业所面临的内外部环境也发生了较大变化,其如何合理合规、有效高效地参与电力市场竞争性业务值得关注。本文梳理和总结了我国配售电市场改革进展;根据对配电和售电市场发展情况,针对现阶段电网企业如何依托自身优势参与竞争性业务,提出了适应性策略;为适应未来市场发展需要,从短期发展和长期发展两个维度提出了电网企业在增强电力用户粘性的增值业务及保障措施。
Abstract:The new round of power system reform launched in 2015 clearly put forward the reform path of "To release the distribution market" as the main content, it also stressed the fair competition of the market. With the reform of power system reform, the internal and external environment of power grid enterprises has also changed greatly, it is noteworthy that the power grid enterprises should be properly compliant and effectively participate in the competitive power market. This paper sorts out and summarizes the progress of the reform of China"s distribution market. According to the development of power distribution and sales market, the adaptive strategy is put forward for the current power grid enterprises to participate in competitive business based on their own advantages. In order to meet the needs of future market development, two dimensions of short-term development and long-term development are put forward, which puts forward the value-added service and safeguard measures for power users" stickiness.
